President
François CREMIEUX
François Crémieux is the Director of the hospital Hôtel-Dieu (Public Hospitals of Paris). A graduate of the University Paris-Dauphine in Economics and of the Xavier Bichat Faculty of Medicine in Public Health, he specializes in the management and financing of health systems. Up until 2008, François was the head of budget operations for the Public Hospitals of Paris’ Finance Department.
For the past ten years, François has extensive experience working with international organizations and has been implicated in the improvement of health systems in several developing countries. These international missions have led him to work primarily in the Balkans, in particular for the United Nations in Kosovo (where he managed the Mitrovica Hospital) and then for the consulting agency Bernard-Bruhnes-International. François is also the founder and current Vice President of the association Médecine France Bosnie-Herzégovine whose activity is oriented towards the training of Bosnian physicians. In addition, François has participated in missions of expertise in Russia, Algeria, Cameroon, Sri Lanka and also in Kabul, where he helped develop the hospital strategy for the Afghan Ministry of Public Health. François is the vice-president of the association Paris-Sarajevo-Europe, chaired by Jorge Semprun, that manages and develops the André Malraux Center in Sarajevo.
François Crémieux has had several articles published on the Balkans in the newspaper, Le Monde and on the French health care system in the journal Esprit, as well as in a variety of other specialized magazines. With Marc Benda, he co-authors the book Paris Bihać: The Chronicle of Two Peacekeepers (ed. Michalon), about the war in the Balkans.
Vice President
Dr Jean-Loup REY
A specialist in tropical diseases, Jean-Loup Rey is also a graduate in microbiology, immunology, and epidemiology. He has worked extensively in the area of public health, mainly in Africa, where he has undertaken missions for the WHO, the OCEAC, the OCCGE and the French Ministry of Foreign Affairs. Furthermore, Jean-Loup is experienced in epidemiological surveillance, mainly in Burkina Faso, Niger, Ivory Coast, and France. He has also collaborated in the development, implementation, and follow-up of research and action programs against AIDS while working for the IRD [Institute of Developmental Research], among others, where he acted as a coordinator of AIDS programs. Currently, Jean-Loup is in charge of the implementation and follow-up of AIDS programs, as well as of PTME [Mother-Child Transmission Prevention] programs in the Ivory Coast, Gabon, Cameroon, and the Central African Republic. He also assesses health programs and health structures and provides support for associations working in the field in Africa.
Treasurer
Catherine Tassetto has extensive management experience in finance, trade, and portfolio management of corporate and private clients, as well as in financial auditing and accounting. Her expertise has led her to work in the following fields: retirement planning and planning for additional health expenses within the French social security system, property and personal insurance (automobile, real estate multi-risk, financial investments), vacation clubs (in France and Tunisia), and medical-social residences for senior citizens/or for those who are undergoing physical therapy due to a work-related injury.
Secretary
Elsa JACQUEMIN
Elsa graduated with a master’s degree in public law and in public management and administration from the Sorbonne University, before obtaining her law degree. As a Parliamentary Assistant, she worked for the French Assemblée Nationale, and then for the European Parliament in Brussels and Strasbourg. Elsa later worked as a lawyer for a Paris based law firm. She now is head of the Europe Department at the City Hall of Paris.

Alain Crémieux is a graduate of the Polytechnic Institute, of the ENSA [National Academy of Aeronautics], and of the CEPE [Center fro the Study of Economic Programs]. Retired since 2001, Alain has held several different positions within the defense sector. While working for the Ministry of Defense, he was in charge of an economic research department and a financial affairs bureau. He was later appointed Assistant Director of the Department for Research and Technical Studies. Alain also worked for the Department of Industry, where he was responsible for the development of the “Integrated Circuits” plan. A large part of his career was consecrated to work having an international focus: he worked in London (1965-1968), then in Washington (1983-1987) and finally for NATO (1998-2001).
After completing his PhD in Political Science on economic diplomacy, Marc Dixneuf taught law and political science at Paris University 13 before joining the National AIDS Council as an advisor in 2002. In February of 2009, he joined Sidaction, the leading donor for the fight against the epidemic of HIV infection in France, which supports research programs in France and developing countries. He is the Director of Programs for Associations for France. In addition, he teaches at the University Lille II - Law and Health and at the Lille Institute for Political Studies.
Graduating in 1979 from the Lyon School of Medicine, Damien specializes in public health and epidemiology. Currently, he heads the Department of Medical Information at the Bégin Hospital. Damien spent 12 years working in Africa, primarily in Senegal as a hospital information system consultant. He also in Guinea as an advisor to the Guinean Minister of Health in epidemiology, providing support for training and research as well. Moreover, he worked in Rwanda and Niger on public health projects and in the Central African Republic on hygiene and the prophylaxis of malaria. As an advisor at the Pharo Tropical Medicine Institute on two separate occasions, he was responsible for malaria surveillance in the French armies.
A graduate of the Ecole des Mines d’Alès with an MBA from the Ecole Supérieure de Commerce in Paris, Jean-Patrick Lajonchère has worked as a hospital engineer in the Parisian hospitals of Cochin, Hôtel Dieu, and Saint-Louis, and also in Vienne (in the Isère region). He was in charge of managing the Hospital Program of Clinical Research for the Ministry of Health in 1994 and 1995, before leading a policy on technical equipment for the hospitals in Paris. He was the Director of the Louis Mourier Hospital in Colombes and the Saint-Louis Hospital in Paris. As Executive Director for the Public Hospitals of Paris, he was in charge of eight hospitals in the East of Paris. He is currently Director of the hospital group Paris Saint-Joseph, a private group involved in public hospital service, located in the fourteenth arrondissement of Paris.
Agnès Ricard is an emergency physician and an anesthetist-reviver. Formerly an intern for the public hospitals in Paris and later head of the Public Assistance Clinic, she is now a full-time practitioner. Agnès is in charge of Beaujon Hospital’s SMUR (Mobile Emergency and Revival Service). She is also involved in the French Society of Emergency Medicine (SFMU), as well as of the French Society for Anesthesia and Revival (SFAR). Agnès is also a member of the Board of Directors of the Samu (Emergency medical assistance service) in France.
Nathalie Kerjean is a hospital pharmacist and works for the Public Hospitals of Paris. In her hospital practice, she intervenes in the drug management of health institutions and in the implementation of care protocols for hospitalized patients concerning hygiene and sterilization procedures. Part of her time is also devoted to taking care of patients living with HIV, particularly through therapeutic education consultation. Finally, her work at a University Hospital Centre allows her to frequently provide training to medical and paramedical personnel.
Specialized in Internal Medicine and head of the Infectious Pathology Unit in a suburban Parisian hospital, Emmanuel Mortier, alternates his medical practice both in France and abroad - Mauritania (1989-90) and Chad (1996-1999 and 2004-2006). For over 10 years, he has devoted himself to dealing with HIV through both his clinical activity and through public health by means of an association which he presides (Mutual Health Help 92). This organization promotes North/South inter-hospital partnerships, particularly in Cameroon, Niger, and Chad.
As a specialist in human resources management and development, Marie-Danielle directed the French public employment service, the ANPE, at the departmental level in Hauts de Seine and then at the regional level in Alsace and Nord Pas de Calais. During this time, she was in charge of both private and institutional partnership policies. She also gained management experience in human resources development while working at the national level of the ANPE, where her responsibilities included heading the national network’s project in quality assurance. Currently a team management consultant, she leads support sessions and provides coaching for managers. Finally, Marie Danielle received the insignia of Chevalier de l’Ordre National Du Mérite, which is awarded by the President of France for distinguished civil and military achievements.
Originally from Virginia, Sally Ward, MD trained at the Medical College of Virginia and Dartmouth where she completed two residencies and earned a Master of Public Health degree. Before her medical training, she studied economics at Wellesley College and worked in the financial services industry in addition to having positions in research and administration at University of California, San Francisco.
Sally has worked in the fields of primary care, public health and preventive medicine and especially enjoys adolescent and women’s health. She has led seminars on various topics including reproductive health and immunizations and has primary care experience in both Honduras and Nicaragua. Sally is currently working as a physician for the Redwood Medical Group, providing outpatient primary care in an integrative private practice located in Northern California. Sally is certified by the American Board of Family Medicine and the American Board of Preventive Medicine.
Aline Perret is a registered nurse who has spent her entire career with the Public Hospitals of Paris. She began working in a pediatric intensive care unit in the Saint Vincent de Paul hospital. After receiving her degree as a Health Manager, she provided training for 11 years at the Institute for Training in Nursing in the Louis Mourier hospital in Colombes and later held a management position for another 11 years in the pediatric ward, a discipline she knows particularly well. Appointed Senior Health Manager, she joined the Human Resources department where she was in charge of training, skills development and recruitment.
Currently retired, Aline holds training sessions regularly for paramedical staff. She is also very involved in the humanitarian sector and has recently spent year in Afghanistan working at the French Hospital for Children in Kabul, where she was responsible for the quality of care.
